Compute Module • CM4 Breakout Board won't boot

I made this breakout board (see Images)

When I plug in the USB-C and the HDMI it doesn't boot (there is no HDMI output) and it makes quiet "beeping" (5sec then quite then again) sound.
There is no speaker connected, the "beeping" comes from the CM4 itself. Also it isn't exactly a beep its more like a high pitched sound.

What can be the problem?
