I don't think that the official documentation states anywhere that that reserving an IP address on the DHCP server is the only way to have a fixed IP, rather it is the only suggestion that the documentation makes. It's not a bad way to do it as it prevents accidental duplicate use of an IP, manages IPs all on one place, supports somebody removing the Pi to another network and will not need to change if the way the networking is configured on the OS changes (which it has been known to do). If you have already have adopted practices then you probably don't need to the documentation.
One minor problem with setting the static IP address in the router...it assumes that you are always using the same router. In my case, that's not true. At least three of my Pis--ones that have to have static IP addresses--get used with two different routers, and there is a third router that can be used if one of the others fails for any reason. I'd rather set the static IP address *one* place: on the Pi.
