It occurred to me that perhaps some extra data was being sent every now and again that was preventing the return to low-power mode, so I bumped up the horizontal timings a bit (kmstest -r 26000000,376/40/10/30/+,960/22/2/20/+). Now I see stable video timings, with the entry to high-speed mode happening on a consistent basis but I still don't get a display. I can't analyze the high-speed traffic (@colerd has the fancy 'scope, mine is only 100 MHz bandwidth) to see why with the previous settings it wasn't always able to return to low-power mode so I'm puzzled as well.
