So there is more going on that just +V5/5.1Amps, while that doesn't sound intrinsically proprietary by what you're alluding to it does mean that due low or no commercial alternative products like it, we're left with the official source being the only one.
What's your point?
The PD standard is open so a third party could make a compatible power supply. Such supplies aren't already available because 5V at 5A is an uncommon use case.

The problem with making your own is that wiring up a USB-C plug is difficult for a hobbyist even without the PD negotiation.
