As I understand:
the RP2350 has an internal SMPS to provide the power for the internal core (needing an external inductor).
This is used to provide 1V1 to the MCU core.
In addition, you have some other VDDs, e.g. VDDIO and VDD_USB (or VDD_OTP).

- 1V1 for the digital core: here the SMPS, the signals you have mentioned are needed
- VDDIO: the power for all GPIOs (e.g. when using all GPIOs as 3V3 vs. 1V8)
- USB and OTP VDD (maybe also ADC_VDD): they need still and always 3V3: USB works only with 3V3, even the core would run at 1V1 and 1V8 on GPIOs, but USB still needs 3V3
