And on the list you find people wanting to solve THEIR problems. That is how it works - scratch your own itch. If you want your problem solved then pipe up, don't just sit on the sidelines and complain about not being noticed.

I agree that the list is not a fantastic option for community engagement, but libgpiod follows the kernel development process and mailing lists is how it works. The owner of libgpiod is one of the kernel maintainers, so I assume that is the best fit for his work flow. It really isn't that complicated - pop us an email (appropriately formatted or it gets spam filtered) and hopefully you get a reply in your inbox. Is that too complicated?

I have suggested some other forum, such as github, but I can suggest again. It was previously hosted on github before moving to kernel.org, but that was before my time so I'm not sure what the motivation for the move was.
The github repo has been reactivated for issues and discussions.
The code tree is a minimal mirror of the main repo at kernel.org, which is is still the definitive source for code.
You may request PRs, but only for initial review, the final submission will still have to go via the mailing list to go to the main repo.

We are still ironing out the wrinkles, e.g. I would like to enable the wiki as well, but at least now you can raise issues or ask questions there.
