don't follow

cpu uses what it needs for the task/application being used

i use my rpi5-8gb as a desktop, main use is watching videos/streaming
i use raspberry os lite + gnome-core install

most of the time i'm 2 windows left/right

i would say something is wrong with your setup if your having performance issues, try and narrow down the cause
using F5 in htop can give you a better view of the spread of the task and which part is killing your resources

NOTE: the cpu # in task is spread over 4 cores so even if it says it's using 100+% the over all impacted is spread out so it's actually something like 10%+ of cpu usage
I've installed htop to see what happens, and every time I move a window, one of those four CPUs uses 100% of load.

Yes, the setup is the key factor. Even using Raspberry Pi 5 basic settings, there is a need for some tuning to use hardware codecs and GPU support. Apparently, seeing what is defined in recipes, there is not so much to do. But the reality shows that some kind of expertise is needed to really be able to make all these pieces of hardware work fine. The maestro is missing.

In your scenario, auxiliary hardware is used in addition to the CPU. Being sensible when you need to handle two screens and video streams without noticing performance loss.

Finally, finding objective information about this (yocto for rpi) is hard for me, and I'm not sure what I'm missing.

I think I spent over 200 hours generating a ton of images.
