It should be possible to program the Logo (PLC) to do the no repeat codes logic. You could then use any QR scanner. Let the scanner scan and do the logic in the PLC.
I think you need help from someone who programs LOGO PLCs for a living (maybe not Siemens)
It would be possible to use a RPi with a camera and a QR reader library, and there are PLC type devices built on Raspberry Pi, but that might be too much change for your schedule and doesn't really address the issue.You would still need professional help to program it, for reading codes and for control logic.
