The fan PWM is controlled by RP1. Both RP1 and 2712 are off (core-voltage supply is off) if POWER_OFF_ON_HALT=1 so this is purely electrical
N.B. On CM5 the default for POWER_OFF_ON_HALT is 1 and is no longer explicitly set in the RPi Imager / apt EEPROM configuration files
