Thank you both for the advice, the software I wish to run on this once ready is in Python and I'm led to believe needs Python 3.9 installed. So this was my reason for going with bullseye.
I see there is Raspberry Pi OS (legacy,32bit) Lite released 2024-10-22 and I will try using that unless there is a problem with my new selection?
Be aware that support for Bullseye may expire next year when Trixie replaces Bookworm as the current OS.

Does the software specifically need Python 3.9, or does it need "3.9 or newer". It is possible that it runs on the 3.11 available in Bookworm.
