It mounts what is in initramfs/initrd and/or fstab, is generic Linux not specific Pi4 boot.

and what initiate this mount ? The kernel ? the config.txt in the 1st FAT formatted partition ?

The Pi4 EEPROM code will load config.txt from the 1st FAT formatted partition. And start4.elf and fixup4.dat.
Based on what is in config.txt, it will take further action. We don't know what is in your files on your storage devices.
I have this line in the config.txt

The usual reason is that Devuan does not use systemd.
A philosophical argument that means people in this case get a worse experience. These people need to go full Frozen, and Let it go. Pragmatism rules.
I don't think, not accepting systemd is just philosophical ! and plz let not mix
