Out of interest, why do you not see this as a solution?About QEMU, I know that it's possible to emulate raspi3ap with it, mount raspbian image and bult software inside virtual machine. It's smart fix, but not a solution at all.
I use this method quite often, chrooting to a current Raspberry Pi OS rootfs (or other ARM-based SBC rootfs's) on my Ubuntu x86_64 PC.
As hinted at by @ejolson you need to have qemu-user-static and binfmt installed.
