It has to be "setup" specific, as you originally stated. The fact that rootfs on RasPiOS has "noatime" instead of "relatime" could potentially be a difference, because it makes the socket look as if it were never used since it was created.
But I cannot find a rule in /usr/lib/tmpfiles.d/ that would apply, or would remotely fit your 60d claim. Do you have evidence that systemd-tmpfiles-clean was actually responsible?
Congratulations on finding multiple fixes already. How have you tested them, if it takes 60 days?
