Just quoting the user manual for the monitor, its called an "upstream cable". Admittedly it might be a compliance issue but no such warning is given for the USB-C/USB-A cable. It is capable of proving 90W for a laptop power/charge.

I suspect that's more a convenient label for the computer to monitor USB cable(s) and socket than it is a specification of wiring within the cable.

On page 8 the USB C to A cable is also described as an "upstream cable". But that won't work with either the 90W charging or dis[play port alternate mode as neither of those are present in a USB A port.

As for the 90W charging, I'd expect that to be USB PD and unlike with USB A, power flow is not locked to be from USB host to USB device.

The only thing that could be remotely described as "special", and it isn't really, is that to get that 90W charging power you need to use an e-marked USB C-C cable of at least that rating.
