You can add the region to /boot/firmware/cmdline.txt via rhe config utility

$ sudo raspi-config
OK, see the setting now in this file so should be able to edit it in the FAT32 partition directly on my PC.

Annoyingly that didn't work, still rfkill shows wlan as soft blocked. If I unblock it then restart NetworkManager.service it soft blocks again. And checked that cfg80211.ieee80211_regdom=GB shows on the /boot/firmware/cmdline.txt

Tried sudo iw reg set GB - again soon as I restart the network wlan0 gets soft blocked. It is not hard blocked so am guessing it is a setting somewhere.
