I'm guessing that a lot of the complexity that they have layered on top of this is to be able to have it "live" - that is, not need to reboot. And I'm in favor of that, in general, as I don't like to rebooting.
But, nevertheless, this is the classic way of fixing things. Make your changes, then reboot.
