Just 5K1 resistors pulling CC1 and CC2 to GND is enough to get 5V at up to 3A from a PD PSU.
Also you need to connect both the VBUS and GND pins on the connector, otherwise it will only work with the connector plugged in one way up (which was not done on the schematic given earlier).


Regarding other issues on the the schematic, as drawn USB_GND isn't connected to main GND. That will stop it from working at all; also only one of the GND connections on Pico is connected - which is OK but best practice would be to connect all of them.

Agreed with other comments about the 5V regulator - it certainly isn't doing anything useful; that particular part is rated at 7V minimum input voltage so giving it USB Vbus at approx 5V is out of spec; probably in practice it will give about 3V out and just about work, but a piece of wire would be more effective.

If the Pico on-board USB connector is also going to be used (seems likely as the schematic has no other way of programming it, with the SWD pins not connected), then protection is needed between the two sources of 5V power. A diode as suggested earlier is simplest; the Pico datasheet (section 4.5) suggests alternative more complex but more efficient approaches.
