If you're interested in exploring another tool that has a solution, sdm has this capability.
When burning the disk (SSD, SD Card, etc) you can have sdm not expand the root partition, and as part of the burn process specify that the burn plugin "parted" be expanded to a specific size and then add additional partitions.
