It's a simple thing to send NEMA GPS data packets out of a Pi serial port, but is that what you need?
Do you need to generate valid data for test trajectories?
Still not difficult. But fake GPS data isn't going to change with robot position.
it can capture satellite signals and I can capture data all day long.

Unfortunately, I cannot do all of those things, AND try to troubleshoot a misbehaving GPS library at the same time. (In order for the robot to do what it needs to do, and the GPS to be in the window it needs to be in, I have cables draped across my lap and I end up either pulling the GPS module out of the window or the GoPiGo robot off the table it's on.)

What I would like to find is a "something" that can fake the behaviour of a GPS device in software. That is, take the given NMEA data, create a virtual serial port, and transmit the data, pause one second, and then repeat.
If your library can log position from GPS data why do you think the problem is in that library?

"misbehaving GPS library"? Misbehaving in what way?

Probably best to change to a different library.

What do you mean by " the GPS to be in the window it needs to be in" ?
You only need position fix when in certain "window" locations?
