The pins 13 and 14 are test points and they are not connected to any pins of cm4 however the reset pin is connected to GPIO27 and it is pulled high.
The 5V input to the LDO present in the schematic is actually being delivered by a DC DC converter. The IC is not powered by CM4 is what I meant.
