If I had an inkling as to how to reproduce the issue, I could troubleshoot a bit more targeted.
I'm running a 02W with a Lite IMG and have not seen this behavior. If you tell me which exact IMG you're using on your systems I'll fire up a spare 02W just for grins. If you've made any changes other than: username, SSH config, localization settings, etc (typically non-problematic minimal stuff), please identify those. Also, how are you burning the SD card?
