From my armchair perspective such an FPGA along with a compute module is what someone might use when building a Pi based PCIe card. Unfortunately, I'm not aware of any project that could be used as a starting point. On the other hand I expect there are many good engineers who could make such a card in a year.
It sounds unlikely to me, but the kitten named Shy claims plugging a Pico into a spare USB header on the PC motherboard is just as good.
