Just use the 3v3 from PMIC for the internals, and use my own 3v3 for just my own hat?
Exaclty so. But note: Many circuits can only handle voltages from 0V to their supply voltage. If they are unpowered the supply voltage is 0V and they can't handle any voltages greater thean some 100mV in this state.
You need to turn on your own supply by the internal 3.3V. many voltage regulators have an enable input. Use those and connect the enable pin of your voltage regulator to the 3.3V of the Pi. Then your external 3.3V supply will turn of when the Pi turns off.
