I use 64bit Raspberry Pi OS (bookworm) on several Pi3b. It works fine for me.
Perhaps it's down to your expectations. For web browsing or compiling; it will struggle, irrespective of the OS.
The solution is really to buy a piece of hardware that is more suited to the task in hand.
