I'm going to say "yes", though I have not tried it.
Being able to emulate Windows/X86/AMD64 executables is a big thing for Windows on ARM, probably the only thing making it an attractive proposition to many people.
The emulation is said to be quite performant though how well it works will depend on what application one is running and how good the ARM hardware it's running on is.
