OK, I thought base or nominal frequency was also 1500 like my older Pi4. From other websites I see Pi5 can stay within limits, at least after boot up. My Pi4 showed max 11W measured at the PoE source, when 10m cable and netboots without problem for that cabling. But I consider Pi4 too power hungry for the use-case. Heat dissipation is a secondary problem. Must be fanless for sure.Simply "arm_freq=1500" will ensure it wont go over 1500MHz. (or whatever you choose for the upper limit).If idle indeed, but I ask for 'peak', which means when limited to 500 in config.txt, it is still 500. When no clock uppper limit in config.txt, it means 1500, so simply also scales instant power.
With no clock upper limit it will run at 2400MHz when loaded I presume.
It don't know about very early in boot sequence.
