I would suggest role playing those you want to identify and others opposing the idea to get a view of what obstacles doing it would face.
I suspect you could do it using nothing more than an RP2 and radio module, or an ESP, plus battery and charger.
But not so sure about transmitting more than badge number as you are then into privacy issues. And broadcasting anything for the public to receive raises issues - What about activists who build their own and start faking who is at a scene ? What about those you want to identify also faking people at a scene who weren't there which makes its use as evidence unreliable ?
You will need to be looking at encryption. And there's probably more which hasn't come to mind after just a few minutes thought.
