It would be nice if the datasheet gave fractionally more information about the ramp requirement.
Currently it says that the pads can tolerate 3.63V when VDDIO is off, and can tolerate 5.5V when VDDIO is 3V3.
You might guess that during ramp the pads can tolerate about VDDIO+2.2V, but the datasheet doesn't actually say so.
