That's very odd, both 'inotify-tools' and 'systemd-zram-generator' are upstream Debian packages in both Bookworm and Trixie:

It looks like your install might be in an unusual state.
I don't doubt that it's weird. I did the Trixie update long before Simon announced it as I needed the very latest python version for Home Assistant (which I installed by hand because I'm extremely weird).

I've got two files in /etc/apt and /etc/apt/sources.list.d
