Added this:
hdmi_force_hotplug=1
I can at least see something but display is all garbage.
It is a Dell 27" 4K monitor that says it can support all lower resolutions.
Mode 16 did not work either.
The following was used:
sudo nano /boot/firmware/config.txt
# Enable DRM VC4 V3D driver

dtoverlay=vc4-fkms-v3d
#max_framebuffers=2
# Don't have the firmware create an initial video= setting in cmdline.txt.
