I think I have identified the issue. The Opnsense firewall has 3 different DHCP servers available ISC, Kea, and Dnsmasq and I've been using ISC only because when I started using Opnsense that was the preferred DHCP server. The ISC DHCP server on the Opnsense FW is being deprecated with Dnsmasq being the preferred go to (Kea isn't there yet).

On a whim I migrated everything to Dnsmasq and so far netbooting of my RPi3B has been reliable, I've issued a reboot and I've power cycled the unit and every time it has come up.

Only issue I still have remaining is that when the RPi comes up it isn't registering its name in DNS, I'm not sure if that is because I'm still missing something or that is a limitation of netbooting the RPi.

thanks for the help, even if most of it was me just telling everybody what I kept seeing and what I kept trying.
