Try powering it up without the micro SD card plugged in. If the screen shows some output with the last line saying "Insert SD-CARD", then the monitor connection is good and at least the Pi is good so far. In that case I would suggest focusing on your SD card. With the SD card unplugged, the green led will be on for a good while (5-6 seconds) before it goes off completely. If you don't see this, then the Pi4 appears to be bad.
