Unless the cables are specifically PD active (i.e. they would need built-in electronics) then they would not pass through the PD signals required, and the PS would be limited to 3A. Or at least that is how I understand it.
Also I presume the alternative PSU will never supply the custom 5V/5A PD mode?
This high-efficiency (>91%) 27W power supply offers standard PD modes including 5V/3A, 9V/3A, 12V/2.25A and 15V/1.8A,
alongside a custom mode for the Raspberry Pi 5, offering 5V/5A.
I would add that, unless said detachable cable is "on the short" side it's quite likely that such could lead to significant voltage "droop" at currents <<4A - this is based on measurements made before I was able to obtain the official P5 PSU - the P5 would work well enough with a P4 PSU or the tested devices using a very short cable - O.K. for the 3A powerbanks but "tricky" for the UGREEN "plug" device.
