Ok. That seems very odd. Try modifying the test code to invert the sense of all the signals. i.e. to enable, set ENA1 off instead of on. Same for IN1 & 2. This does not match the motor controller data sheet, but something is odd.

Are you running Raspberry Pi OS?

Do you have any other hardware attached?
So at the top I did change to enable.off() and inverted all in1 and in2, nothing changed, motors never span.

OS installed: Debian GNU/Linux 13 (trixie)

No any other hardware, just powering Pi 5 via USB and these 5 pins attached to motor controller.
