I get Widevine running on Debian x86_64 but not on ARM64. Same version of Vivaldi. 7.7.3851.66. For me, however, it doesn't do much. Uses very little services for movies/series.
I don't use VPN, but have tested Proton in Vivaldi and work well. If you add your own blocklist in Vivaldi, it works well. I added a couple for testing. A little hidden though.
