Performance will be far better with a 1080p resolution, compared to 4k resolution with contents scaled up - the latter has to render 4 times as many pixels.1 For performance reasons, which is better, a specific resolution or a scaled one.
The quality can be marginally better at 4k, but whether that's actually visible will depend on monitor size and distance and eyesight.
