The plan is feasible. You need one Raspberry pi with power supply. You will also need 12–16 addressable LED strips. Then you have to write code for scheduling and dimming. You can check Adafruit neopixel library.

If you want to schedule and control from a mobile phone using BLYNK, you can use ESP8266 instead.
