Now that you mention it, it could be power.. the camera in question is an astro-cam, not a normal webcam type camera. I assume it's the GPS cutting out, as the module has an LED that flashes once it has a position fix from several sats. It stops flashing once the camera is plugged in. getting GPS back is as easy as unplugging the camera from the USB3 port.
I doubt there are any benefits regarding capabilities of the camera on usb2 vs usb3 other than increased data tx rates. I've only thought to use USB3 on the pi as the camera has a USB3 port itself (USB3 type B).
I'll check the power supply. I bet it's on the edge - and it doesn't matter with the telescope mount as that has it's on supply and isn't drawing from the Pi.
