This is going to sound like a weird question but are you applying power to the debug target or just the debug probe? I have hit a similar problem before where a debug target ended up being powered by the current coming in through the SWD pins from the debug probe itself and this worked until the target tried to do something which demanded too much current and caused a reset. I have also hit something like this before if the code I uploaded to the target had a bug where it contained code that caused a device reset.
