I am using a headless Raspberry Pi 4 running the Raspberry Pi Lite OS. I want to install a Tiger VNC which supposedly allows me to have a virtual desktop system when connecting from another PC without running any actual GUI on the PI. Is there anyone who has worked with that?

Nope. A virtual desktop for vnc still runs on the Pi it just isn't attached to a physical monitor.

To get it to work you'll not only need to install tigervnc but the entire Desktop as included in the full image. Or another desktop environment and applications of your choice.

All your vnc server does is transfer display pixels to the remote viewer and keyboard/mouse data back.
