Yes.

I am afraid I don't have the details of what you would need to do to get things configured on a modern Windows system but it shouldn't be too hard if the PC isn't locked down, it may be 'plug and play' even if it is. Googling will probably help if IT won't. Having static IP addresses both sides may be easier than adding a router to this local LAN.

You should be able to establish an RDP connection to the Pi from Windows and presumably VNC though I have never used it.

I don't care why you want to do it; "Because. Period" would be good enough to me. The answer is no different no matter why you are doing it.
