Delivering power to a device through a peripheral interface (back-powering) while the device isn't powered up is a common cause of boot problems and has the potential to damage devices. The design guide says:
Check key power rails (5 V, 3.3 V, and 1.8 V) to verify power enable signals and identify any back-feeding caused by external devices or wiring.
