OK WTH it's working.
In these attempts to get it to connect using the ethernet,
I've watched many tutorials. After following one of them, I could no longer connect using raspberrypi.local.
I started connecting using the IP address of the PI.
I was just trying to log into putty using the IP address and hit save instead of load oops.
The IP address dissappeared.
I thought> I'd rather use raspberrypi.local session in putty again if I could.
So just messing around to see if I could:
for the raspberrypi.local saved sessions in putty, I typed the IP address in the Host name (or IP address).

Then in my favorites I hit the raspberrypi.local address I used to use to connect with the pi.
I've tried using it many times before but couldn't connect using it after following the shared network tutorial.
I did also go back into the Pi using the sudo nmtui you taught me to use and changed the IP address to 169.254.97.1,..
got me into the subnet the laptop seemed to want to use.
Now it works on ethernet using the raspberrypi.local address and sketchy wifi using the IP address.
I couldn't have done it without your step by step help @thagrol
Seems like I run into problems no one else has.
Hope this thread helps other noobs like me connect their laptop to their pi using ethernet cable.
I'm still not sure why the windows laptop kept changing back to the 169 IPv4 address in ethernet properties.
Don't lock this yet. I want to post another screenshot of the IP addresses and setup I'm currently using.
After I celebrate by making some home made ginger ice cream.
Made my month.
Now I can connect to my printer any time I want. Without being controlled by some sketchy internet connection.
I can put it where it belongs farther from the internet connection.
