Does anyone at least know what the version marked in red on the picture stands for?
I think they are some of the compliance numbers.

How about the date on the top of the boards? There was definitely a revised 3B+ released a couple of years ago. It had a different PMIC (power chip) to the original version. If you can get it to display you should be able to see a different revision number 1.5. Mine are all the old 1.3 revision

The usual problem that people encounter with the Rev 1.5 is that old software won't boot on it. That can be fixed by updating the firmware on the SD card (can be done on almost any computer). See the "Manually updating the firmware" section in this document.

It usually results in the Pi not booting at all, not just the screen not displaying. Are you sure yours boot even though they don't display anything?
