I think they are some of the compliance numbers.Does anyone at least know what the version marked in red on the picture stands for?
How about the date on the top of the boards? There was definitely a revised 3B+ released a couple of years ago. It had a different PMIC (power chip) to the original version. If you can get it to display you should be able to see a different revision number 1.5. Mine are all the old 1.3 revision

It usually results in the Pi not booting at all, not just the screen not displaying. Are you sure yours boot even though they don't display anything?
