For how long? It's "normal" for it to run "quite fast" for a short time initially "during" boot, appear to stop and then restart "more slowly" once the CPU temperature rises enough. When that happens depends upon what you are using the Pi for - can be quite some time if, say, you're just browsing this forum. Are you monitoring the temperature eg. via the task bar plugin? (There are other ways/tools). I haven't booted my P5 from USB yet but, given that the USB ports are further away from the main processor than the uSD card slot that may be a factor too. Is your Pi + active cooler in a case, if so, which one?
