there are 3 different things that are deceptively similar
first, you can send raw hdmi over usb-c, so with just a few basic chips, you can convert between usb-c and hdmi
but that only works if the device on the usb-c end accepts hdmi in the direction you want
second, you can send display-port over usb-c, and there are display-port/hdmi conversion chips, to you could have DP on the usb-c end, and hdmi on the other
but same problem, it only works if the usb-c end accepts DP in that direction
third, you can get a usb hdmi capture device, that can use usb-c for proper usb data, and will work on basically anything with usb
assuming the system has drivers for that usb capture card
