The I2C bus on GPIOs 2 & 3 (I2C1) already has external pull-up resistors, but the higher numbered I2C buses that were new to Pi 4 do not have them.
Which bus/GPIOs/pins are you trying to use? I think you might find the system easier to debug using i2cget without docker.
