UPDATE:
Yet another re-flash, but I selected "Raspberry Pi OS (32-bit)" instead, and I can now reliably reboot without getting stuck on rainbow -> black screen again.
I figured there's something wrong with the latest 64-bit version of rPi OS, so I downloaded the Legacy 64-bit version (24 Nov) here:
https://www.raspberrypi.com/software/operating-systems/
Re-flashed, now I can also reliably reboot but for some reason it can't scan for Wi-Fi networks.
Just going to sum this up as the latest 64-bit version of rPi OS not working for rPi4 B.
