Pi5 was OK Pi3 was OK [Raspberry Pi 3 Model B Plus Rev 1.3] Maybe some subtle difference in the initial writing of image. I use Imager 2.0.2 on Windows 10, with customisation for my home WiFi set up etc. Then I boot from that, wait 5 minutes, SSH in and then do the nmcli command.
