You use 32-bit Linux (Raspbian) although on a PI4 it loads 64-bit kernel.
You need a normal 64-bit Debian userland/Linux to install 64-bit Arm software.
So install 64-bit Raspberry Pi OS. Or any other 64-bit Linux distro. I have used Anaconda on OpenSUSE 10 years ago I remember, this was just because then others and myself also on windows had same Python variant.
